You need to be a "forum regular" to be able to start new topics in that board. I believe this requires 50 posts and 30 days membership (I can't find this info on here to confirm so that is from memory)

Peter can confirm this.

I normally run the 'regulars' check once a week. However, I just ran it and yes, time in purgatory has been served. I'll make the necessary changes later this arvo.
