Hmm, this sounds similar to the outlines that I already work with. They include a list of characters (the major ones) and their back-stories, their goals, likes and dislikes, etc.

It's not the best example, but it was there, and a reminder about why characters are the main effort of a story is never a bad thing. It's always about the characters - isn't that why we remember stories, and what we remember when talking about stories? the who and the why of the who. The way we relate to their story.
I also find the most interesting parts of some stories are the sub-stories, so if they're not 'deep' enough in terms of character realism it's a waste. The first Fantastic Beasts and Where to Find them (in New York) had a great sub-story - ruined in the second one, though. Sad).
